Team 01 = 080 million salary cap

[b:18c8d65ebb]Then the draft begins, with a catch:[/b:18c8d65ebb] Team 02 must pick a 0.5 million player with its first pick. Team 03 must pick a 0.5 million player with picks 1 and 2. Team 04 must pick 0.5 million players with picks 1-3. And so on, where Team 12 must pick 0.5 million dollar players with picks 1-11. This gives the teams with the lower salary cap an advantage in getting better players. After the live draft is complete, draft cards are filled out. Once the draft runs, teams can make whatever moves they want thru waivers. Before opening day, the only criteria is each team must be below its respective salary cap. Once the regular season starts, each team is allowed [b:18c8d65ebb]four[/b:18c8d65ebb] adds/drops during the season. Each team is allowed unlimited trades. [b:18c8d65ebb]The only rule is: each team must always be at or below its respective salary cap when the games run each and every night.[/b:18c8d65ebb]
Example 1: Team 01 has a 80 million salary cap. During the season it might make a trade where its salary cap goes above 80 million. This is fine as long as when the games run that night, it is back at or below 80 million.
Example 2: During the live draft, Team 01 can spend up to 120 million (if it so chooses). By opening day, its payroll must be at or below 80 million.
I picked payrolls between 80-91 million because this will guarantee that many of the players will go off the board, but that team 12 will still be able to field a team with a 91 million payroll.
I will keep track of each team's payroll daily. If a team violates its salary cap, it must become legal ASAP and will be fined 1 million per million it is over. For example, Team 01 starts a night at 83 instead of 80 million. It will be fined 3 million. For the remainer of the season, it is forced to operate at a payroll of 77 million.
Someone not in league will run 2 random number lists, and post them lowest to highest. The first list will be the order for drafting team type, the second list will be order for live draft. No trading of draft order will be allowed. Divisions will be based on order of live draft as is typically done.
