HELP on 2007 preseason waivers rules

Hi, for some reason, I can't view the rules or FAQ for 2007. The links for rules or FAQ are non-responsive, even when url pasted into browser.

I need to know what the lower roster limits are (minimum pitchers, minimum hitters, minimum total players) for 2007 strato.

Also, I choose first in the waiver rounds. Can someone tell me if this is right: In 2007 strato, if I have $5m cash, and want to pick up a $10m player with the first pick, I can drop a $5m player in the first transaction, which will give me $10m, enough to get that $10m player. Is that right?

24 players min, 10 pitchers, 13 hitters, 5 sp, 4 RP only, 2 catchers.

That is correct, if you want to pick up a 10 mil player and you have 5 mil in cash, your first waiver claim should be to pick him up and drop a 5 mil player in his place.

Be aware of the above restrictions though, if you only have 5 sp, you cant drop one to pick up a hitter, etc etc.
