and in the context of SOMO, it's an attempt to give you some control over how liberal HAL is with issuing an IBB. Without seeing the code, it's not possible to give an exact indication of how it modifies HAL's tendencies, except that over the long term that pitcher will generally issue less IBBs.
So it may keep HAL from issuing a walk with 1 out and the tying run on 2nd if the on deck batter is stronger than the guy in the box, but he still may issue the walk if the on deck batter is weaker than the guy in the box...but of course this is a guess. We never really know what HAL's gonna do!
The short answer most people will tell you is it's just there for show--check it, then uncheck it, just for the fun of it. Gives you something to do since those check marks don't work as expected much of the time due to unexpected consequences.
