Rookie question--if I release a guy in the preasons, does that mean I can't put in *any* waivers until the regular season starts?

you can release 1 player before waivers start. It does not effect you ability to make waiver claims, in fact I 99.9% of the time do it to free up more $$ for my waiver claims.
