New Live Draft Question

Do you go for the players in the draft according to the needs of a new team - or do you just draft some of the necessary players and some players who are just high salaried (that you can unload with no penalty before the season begins - and more suitable players become available).

For example, you need a starting SS. The next best one is $2,000,000. 5 players (non-SS's) are available at over $3,000,000. What do you do?
