WGullet, I think you got your question answered. They didn't have a CS stat back in those days. I think Strato just "winged it" by applying a % of what they thought these players did get caught stealing. SOM probably just used formulas based on the earliest years when CSs were finally tallied.
Also, as you probably know, the stealing "Letter" ratings don't matter anyway. The system uses the Super Advanced ratings. In this case, Ty Cobb has a *3-8 "good lead" rating and a (17-16) safe rating. The fact that they didn't give Ty a "19" safe rating tells us that SOM believes he must have been caught about 15-20 times that year.
