Yes, you are correct. The wording is wrong. 1-17 means there is an 85% chance (any roll of 1-17 on the 20 sided die) that a guy will hit a bpHR when that roll is made.

As for rolls that are split like this, any roll that has a # next to it automatically leads to an additional roll for the bpHR. Those splits are only intended for use when the bpHR and bpSI effects are not being used. Remember, SOM is still a board game, and in the tradition of the board game, there are no stadium effects.
