start of season question

Up until what time on the first night of a season can you make roster changes and not be hit with the 20% penalty? Is it 10 pm?

I know it is after 10pm pretty sure right up until 12pm changes dont take effect for first series though. Easy to tell when u click on release if it does not show penalty their will not be one
