Of course it makes sense with 1, 2, or 3 starts to make them relievers only. But 6 is a completely different story in my opinion. I'm not sure if Palmtana is correct, but I had also always been under the impression that 4 or 5 starts was enough to get an S. In Tejeda's case, his starts account for about 40% of his innings. It would be strange to disallow the manner in which he acquired all those innings.
