Here's what I found out on researching:
There are a few teams (Hou/Sea) with only 10 pitchers (you can have 10 in 1999), but they have an extra hitter (or more) to make the 24 player limit.
There are a few teams (Col/Min) with only 13 hitters (you can have 13 in 1999), but they have an extra pitcher (or more) to make the 24 player limit.
However, I think that you need to have 14 hitters and 11 pitchers on your draft card and thus the teams in question may have to put a "filler" player from one of the "mixed" teams that is not going to be put on that team's draft card on their initial autodraft list and then drop him after the draft. This affects 3 teams (Colorado will need a hitter to drop, Houston will need a pitcher to drop, and Seattle will need a pitcher to drop) as Minnesota is part of a mixed team anyway.
