There are a handful of players that were selected to be a part of the main 2011 set despite being issued an SOM card. They have decided to "unleash" these unique cards as part of alternate 2011 set. You can read more about here:

Since we can only keep 28, does the 29th and 30th pick have to fit the theme?

And, after waivers and the picking of the free agents do all 28 players need to fit the theme.
