Since I picked Boston, then of course everyone one ever played for Boston is available to me. But, Is Clemons only available to the teams that pick Houstan, New York, Toronto, and Boston until after the draft where he is avaialbe to everyone else, as long as they only have 3 non Franchise players.

I could not understand that part.

Also, I guess the AD is first, so the 4 teams above can only FAIRLY draft Clemons

the free agent draft comes first and you can only draft players that never played for any of the 12 teams like helton
than u can only ad players that played for your team at some time
after that you can only have 3 players that never played for your team and those 3 can never have played for any of the other 11 teams.
so the rest of your roster has to made up of players from your current and former roster
