New to the league. Can someone tell me if I can draft a team but not pay for the team until I join a league. Or do you have to pay first and then draft your team?

You have to pay first before you are taken to the draft clique....Unless of course you get in a league that is drafting on the boards here...such as the post entitled "Scabs league"...check it out..

The only way to try it for free is to put a team into the 2003 free 7 day trial. Of course, who knows when the league will actually play but it will give you an idea as to how its done and to look at the card (even if its an older deck and the 2003 game doesnt have all the amenities and changes that have come since.

Now you can only do it once. For me, I had already played in 4 leagues before I discovered it and was lucky that I was the 12th team in.
