keeping teams intact for the following season

Is there any interest...to keeping teams or leagues intact for more than one season..if some teams leaves...new teams can join..and draft..from players released by the teams that have left....a few for renewing would be the same as joining...player retirements...would be cmputed as well.......I would like to build a team over time....and there would be a time period..in the off season..to drop players with no penalties...particpte in the waiver process...and so fourth....teams who are returning..would be rnked according to there previous finish..in the draft..after the new teams...which would select their ordcer by chance....what do you think ?
