Basic draft question for the Vets

All:
I am in a league comprised of all first and second year Strat players. I received the a question from one of the first year players about the following provision in the draft rules:

If more than one team tied for ranking that player the highest:
§ That player is randomly awarded to one of those teams that ranked him the same.
o For each team that lost out on a player:
§ The team receives the next highest-priced player that is the same primary position of the original player, that was not selected by any team.


His question is this:
That could mean one of two things – (a) that was not selected in that round by any team or (b) that was not selected in any round by any team.

Can one or more of you seasoned veterans weigh in on this? Essentially, he's trying to figure out whether if he loses out on a player because of a competing claim of equal priority he then effectively ends up with a "claim" in the same round for the next highest priced player at that position (whether that player was selected by any team or not) or whether he ends up with the highest priced player at that position that wasn't selected in any round by any team. We think it's the latter, but wanted to make sure. Thanks in advance for any assistance you can provide.

It is the latter. If you miss out on your draft choice you get the next highest price player for that position that was not on ANY draft card.
