Can't find the details on this anywhere. I understand it's a split for singles and a split for homers...but WHEN does this split occur?

there is NO split with BP effects. The splits are on the cards for people who don't use them. Since TSN uses BP effects, ignore the split whenever you see a # or a > and use the ballpark roll for HR or single.

I'm not sure geekor understood your question. Maybe I don't either, but I think this is the answer you're seeking:

Any result that has a < symbol next to it is a ballpark single. For these results, the computer will ignore the listed results and instead use the ballpark rating splits to determine the result. If the single rating in your park for a left-handed hitter is 1-7, then left-handed hitters will get singles 35% of the time on any result in your ballpark that has a < next to it. This means chances 8-20 would be lineouts.
Any result that has a # symbol next to it is a ballpark homerun and is treated in the same fashion as above. The only difference is that the out results would become flyouts instead of lineouts.

unless the hitter has a W power rating...then the HR becomes a 1B...right?

Right. Homeruns on pitchers' cards by W-rated hitters become singles.
