Spent more on salary than rules allow

Our league's draft ran last night and one of the teams is about $700,000 over the cap.

Has anyone seen this before and how does it happen since you can't go over the cap when filling out the draft card?

Also does anyone know what the game will force the manager to do?

You go over the salary cap when a you don't get a player you want and the closest player that is autodrafted has a higher salary than the player you wanted. Usually occurse when you go for a 50 cent catcher, don't get him, all the 50 cent catchers get drafted, so you get assigned one whose salary is higher than 50 cents.

If team doesn't drop a player before waivers then not sure what happens.
