Ballpark Singles Rating

Alright, I think I may have screwed up (or the rules aren't written correctly). My understanding of Singles Ratings on the Ballparks determines the number that must be rolled OR LESS THAN in order to hit a single. Browsing through the rules just a minute ago revealed just the opposite to me (in other words, a 19 at Coors means I need to roll a 19 or 20 to hit a single). Are the rules written incorrectly?

The "how to read a som card" section is incorrect. (Hopefully, it's a typo and not the game engine.) The rule is equal to or lower than.
