I don't understand what the C0 means. They can close, but it has to be less than 1 inning?

A C0 means that when the pitcher is in a closer situation, as soon as he gives up a hit or walk, he will become tired. If he were a C3, he would only become tired by giving up a hit/walk if he had already recorded three outs in the game; if he were a C6, that would be six outs.

(Note that a SOM "closer situation" is defined differently than a "save situation." A closer situation occurs "whenever the defensive team has the lead and the tying run is at-bat or on-base from the 9th inning on." If the pitcher is already in the game when it becomes a closer situation, the number of outs he's already recorded is subtracted from his closer rating. So if the C6 gets three outs in the 8th, and is still in the game in the 9th when it becomes a closer situation, then the C6 becomes a C3. A C3 in that same scenario would become a C0 and thus vulnerable to getting tired the first time he gave up a hit or walk. Thus, it would be dangerous to bring a C3 into the 8th inning.)

I thought that C0 means that he's automatically hit 'endurance' if he's in a closer situation.

No, that's the "N" closer rating.
