No DH Bullpen?

Is it better to have a strong setup guy such as shields or 2 less great guys such as say.... sweeney and weathers?

does HAL pinch hit that much? or does he only pinch hit when you are behind?

i haven't played that many non dh leagues so am an ignoramous on these details.
