In your example your 2nd waiver pick would be skipped since you don't have enough cap to afford that player. You would then have to wait for the 3rd round to attempt to claim that 3rd player. The only way you would get that 3rd player in round 2 is if someone else claimed the player you had down as 2nd prior to your turn in the 2nd round.
