do leagues still start on Mondays?

I have not done an SOM league for a while. If I remember correctly, no matter when your league was filled (public league) the draft occured that night or the night after. Once your leeague had drafted you had the "free" period to tweak your rosters without penaly until the next monday night. Is this how it works now?
