Question about 4 man rotation

I have 4 * pitchers and my fifth starter is a cheap S5/R3. Would this pitcher be used in relief by HAL?

Yup
If you don't want your 5th starter ever used, better to get a cheap starter only instead of a S/R

I usually have a S5/R3 as my fifth starter and designate him for "mop up" duty.

It doesn't matter at all if your 5th starter is a S/R or a S pitcher. Just list him in your rotation settings at #5 and he will never pitch at all except in a really, really long extra inning game where all of your other pitchers have been used.

is to put him in your rotation then only set your four starters in the per game settings

If you have 4 *SP and a 50ยข slug that you never want to pitch you don't have to use the per game starters setting at all. Just list them in the rotation settings with your slug at #5 and only your 4 *SP will ever start outside of a very small chance (only if your *SP pitched less than 200 IP in real life) of injury.
