Injury Ratings - Am I missing something?

I notice that many teams draft guys with a 3 or 4 injury rating. Is the rating the same as in ATG where you hardly ever see anyone drafted with a rating above 1. Can someone help this newbie? Thanks

Haven't played ATG but I'll draft someone like Snow because of his OB and then have a halfway decent backup.
I see a number of people taking chances on L Walker, Thomas, etc.

Teams are paying ballplayers millions of dollars in today's game.
Alot of $ is invested in these guys. So when a guy gets a blister on his finger or a hangnail, he's on the DL for 2 weeks and Strat gives him a 2-4 Inj. rating.
Players in ATGII, would play through pain, thus getting a low injury rating.
It is the same rating for both games. Over 600 PA's = 3 game max.
Under 600 PA's= 15 game max. possible.
