My understanding is that there is a minimum salary requirement when putting together draft lists. (For a $60 million cap, it seems it is $45 million.) After the draft runs, can you drop below this?

I know I have seen discussions about Scrub Leagues with, for example, only players valued under some threshold. How do those work if there is a minimum salary requirement that must be maintained?

I believe the answer to your queston is no. The only salary cap that has NO minimum team salary is the 200M cap. You can draft all 50¢ players if you want to.
