All-injury "Drive HAL Crazy" theme league

This probably won't go anywhere, but ...

I wanted to create an all-injury "Drive HAL Crazy" league, featuring players frequently playing out of position, but the problem is this: too much would depend on draft order, because there are a few "outliers" who have high injury ratings but are expensive players. So I came up with the following (featuring salary limts) to prevent that. This league would feature all but six of the players who have an injury rating of 3 or higher, and all but 22 of the players who have an injury rating of 2.

14-round serpentine draft.

Round one : pick a park.

The rest: pick 13 position players.

All players must have an injury rating of at least 2.

All players with an injury rating of 3 or higher must cost less than 4.15m.

All players with an injury rating of 2 must cost less than 2.85m.

Toward the last rounds, teams will have no choice (due to availability) but to draft injury-6 players, etc.

Note: given the above requirements, roughly 35 of the available players are "catcher only," so all teams are likely to have three players who will be playing out of position unless they're catching. Another 21 players are catchers who can play other positions (which usually means first base or corner outfield.)

This league would be too pitcher-dominant unless there were further salary limits. So: Following the 14-round message-board draft, there will be an ordinary draft: Teams can draft 12 pitchers, but starters must cost less than 3.0m, and relievers less than 2.0m. (Your 13 position players would be listed at the bottom of the draft card.)

The salary limit will be 200m (because that's the only level that has no minimum team-salary requirement), but due to the restrictions, generally the only in-season changes that will be possible will be among pitchers.

No DH!!

Anybody interested? (Name a state for pick-3 lottery numbers, high to low.)

Forgot to mention: this applies to the 2007 cards. Note that excel lets you sort by injury/price.
