Fatigue Factors - Starters ?

Is there a fatigue factor for S* who work on three days rest? For instance, pitcher Lily repeatedly works on 3 days rest, is he penalized for lack of rest? Does giving S* pitchers four days rest make a difference? If so, how does this work?

Nope, if he has the * and gets three days' rest, he is fully rested every time.
