* waivers
* 20% drop penalty
* 4-round live serpentine draft, followed by autodraft
* Live draft set by State Pick-3 (evening) lotteries, with highest number drafting first.
* Divisions set by live draft order (1,4,7,10 and 2,5,8,11 and 3,6,9,12)
* Only allowable stadiums: AT&T Park, Citizen’s Park, PNC Park
* Trading and chatter encouraged

We are going to stick with AT&T Park, Citizen’s Park, PNC Park as the only three stadium choices. This will create an extreme league, where the unlimited budget may give some flexibility for changing your lineup and rotation in pitcher's and hitter's parks.
