Some leagues have been set up with different rules than the norm or otherwise password protected for 12 particular members to play in. If the cap is different than the 80 million norm there are only the "private leagues", some of which are not password protected, some are however domant leagues that may not fill at all.
Post here the specifics of a salary cap your team is set for and we will help get you something.
