One more '04 league, for all the "realism" complainers

Fellow perfectionist geeks:
I'm going to start one final theme league for 2004. I've heard many people complain (including me) about how unrealistic some elements of TSN strat are. Here's your chance to play a league that creatively eliminates * pitchers, overworked relievers, 20% penalties for free agent signings, unrealistic roster sizes, and all-star caliber rosters that make most hitters and pitchers underperform. Please read the rules carefully to be sure you understand how these things are accomplished. I realize a lot of rules can become annoying to some, but I created a league I thought I would enjoy. I wanted to see if anyone else thinks it sounds interesting too. Here are the parameters of the league, as I have them to this point:
General:
American League Only, $60 Million Cap, DH, AutoDraft (6 players selected live first), Waivers, Advanced
Roster Requirements:
Exactly 25 players at all times (see one exception below)
General minimums normal (10 P's, 13 position players)
Minimum SIX(6) SPs
Game Play Requirements:
5-man rotations at all times until after Game 144 (Starts on 3 days' rest allowed for games 145 through the playoffs)
Owners MUST keep watch of their rosters to substitute for injured starters. Any start on 3 days' rest that happens because HAL subs a *pitcher for an injured starter will result in a $1 mill. salary cap penalty.
120 Innings maximum relief work for any pitcher (SP/RPs can exceed this as long as relief innings do not exceed 120 IP).
Special Adjustments:
Even though the salary cap for the league will be $60 mill, we will set up the league as an $80 mill. league on the computer to allow for the following parameters:
1. Salaries for all * pitchers (except .50 pitchers) will be reduced by 10%. Thus, if you end up with Johan Santana, league participants view his salary as 8.50 instead of 9.45. So, your payroll on the computer could be as high as 60.95 and still fit the requirements of the league. See the salary list below for adjusted * pitcher salaries.
2. There will be no cap penalty for free agent moves. The only catch is that you will only be allowed to make a total of 12 adds OR drops throughout the season. For clarification: one drop, followed by one add equals 2 transactions subtracted from your permitted 12. Another example: if you want to make a 3 for 1 player swap, the player who drops 2 players to clear space uses 2 of his 12 transactions. The player who adds 2 players after the trade uses 2 of his 12 transactions as well. Trades are essentially unlimited, as usual.
3. If you only carry 6 starters and 2 are injured for consecutive starts that would leave you with only relievers or * pitchers to sub, you may pick up a .50 mill starter from the free agent pool for a spot start. If you dump him immediately after the start, this will not contribute toward your 12 adds/drops. If you dump someone else instead, it will. Again, if a * pitcher on your roster pitches on 3 days' rest, you must adjust your roster to be $59 mill or less for the rest of the season. This is the ONLY situation in which you may carry more or less than 25 players into an evening's games.

Draft Procedures:
1.The draft will consist of 4 "snaking" rounds.
2.As organizer, I will take draft position #7. Each other participant must choose a number between 1 and 50 in an attempt to guess the uniform number of my favorite athlete of all time. The person who comes the closest, without going over, will get the first selection. The next lowest number chosen will get second pick, next lowest will get third pick, and so on. When we reach the number 1, we will snake back up to 50 and head back down the number trail again to position the next draft participants. Example: the correct number is 23. Someone guesses 23. Other guesses were 2, 8, 12, 16, 28, 31, 39, 42, 48, 49. Number 23 picks first, followed by numbers 16, 12, 8, 2, 49, me (position 7), 48, 42, 39, 31, 28. If this is confusing, just make sure you guess a number between 1 and 50 when you sign up. I'll tell you your position along with everyone else when the final person signs up. I'm doing the draft lottery this way so no one has to worry about finding lottery numbers and we can begin the draft the moment the last person signs up.
3.Round 1 of the draft will be only for selecting stadiums. Each stadium will only be used once. Only AL stadiums will be allowed. Kauffman and SkyDome will NOT be included. Teams will be divided into the 3 divisions based on the stadiums that fit into the real-life AL divisions. Every person who signs up MUST sign up with a rank-list of the 12 AL stadiums in order of preference. This way the first round of the draft can be completed the moment the last person signs up.
4. Rounds 2-4 will consist of each participant selecting 2 players per turn. At least one of these players MUST have a salary of UNDER $3 mill. Adjusted * pitcher salaries count as they are listed above. The person who selects his stadium #12, will have the first pick in the second round, and the draft will continue to snake through round 4.
5. Each participant will end up with 6 players and a stadium selected.
6. The 6 players will be placed in positions 20-25 of each manager's autodraft card when we begin the league to make sure that people don't try to improve their waiver position by putting claimed players on their draft cards. They would be risking claiming someone that is rightfully another manager's property.
7. To compensate partially for all the NL players that each team will end up with during the autodraft, any player that ends up with one more AL player than the manager with the least number of AL players following the autodraft will have to drop one AL player of his choice by 10pm eastern on the night after the draft. Each other manager having at least 2 AL players more than the person with the lowest will be required to drop 2 AL players by 10pm the day of the autodraft. In other words, if one manager ends up with the league-low total of 14 AL players on his roster, anyone with 15 AL players must drop one, and all others must drop 2.
8. Obviously, all managers must have 25-man AL-only rosters by 10pm opening night.
9. Please only sign up for this league if you think you will be able to check what's happening with the draft at least once a day most days for the next 2-3 weeks (except for holiday weekends of course).
10.We'll worry about getting people into the right divisions and having waivers at convenient times after the live draft. Let's get it rolling!
In summary: When you sign up, include 1)your name, 2)a number between 1 and 50 that hasn't been chosen yet, and 3)your AL stadium rank list.
