If you don't have the password, you can't join. If you do have it, you are asked to enter it when you join the league.
Some private leagues are coordinated online. The founder sends you the password after you express an interest in the forums. Sometimes the password is given in a forum thread that describes the league.
Still other password leagues are simply meant to be private.
