When can we play? Is there a set time each year when the new cards come out? Where is a blog/site I can read up on the latest news?

TSN release's their game every year usually in the early part of March. Strat-O-Matic realeses the new cards in late January/early February. The also realease the ratings book with all the breakdowns of the players cards in late January.
