20% Drop Penalty no longer standard?

Am I correct in saying most managers prefer the 5/10/20% FA drop penalty over the 20% (standard) Drop Penalty in the 2007 card set? So far, all of the leagues that I've joined have been 5/10/20%. I always forget to check the Advanced Rules (partly because it's hidden) when I join a league. Of course, I could create a new league myself but it may take longer to fill up if most managers prefer the 5/10/20% FA drop penalty over the 20% (standard) Drop Penalty.

That seems like a good assumption. I personally don't like the 20% drop rule, as it puts way too much pressure on building the team right away. I like that it encourages trading, but sometimes trading partners are hard to come by, either because of miserly managers or poor fits between teams.
I would like to see some kind of alternative to the straight % drop, like 1, 2, or 3 free moves within the first 40 games, and then the 10% or 20% drop.
20% is too unforgiving right off the bat
