rps have r and c ratings. some have r1/c0. why a zero for closing when some rps just have the r rating? can a rp without the c rating close? or does hal penalize them?

Yes, HAL will penalize a non-close rated pitcher. If a non-closer goes in during a close situation (or the game becomes a close situation during during that pitcher's time in the game) that pitcher IMMEDIATELY becomes tired. That's bad. A C0 rated pitcher needs to give up a hit or (non-intentional) walk in order to become tired.
That being said, HAL will never put in a non-C rated guy in a closing situation unless all the closer rated guys are used up.
