What happens if dice lands on # sign on the pitcher's card and the hitter is a W for power?

Not automatically. you still have to successfully make the ballpark homerun roll

...and only if it's on the table. If it rolls on the floor HAL has to re-roll.

back in the day, we had a rule, a dice that hit the floor or out of the box would be ruled strike 1, then re- roll, if on the next roll 2 dice on floor 3 strikes batter out, if all 3 dice hit the floor on a roll, strike 3 batter out, we had some wild throwers. ah the good old days
