Waivers questions

I have a question about waivers. It says the following:
The order that you have your Waiver Claims in is important. When it's your turn in the Waiver Priority queue, your highest-ranked Claim (of a player that's still available) will be processed. You'll beat out any other teams that want that player, and he'll be yours if your salary and roster requirements are met. You then go to the back of the queue (even if nobody else wanted the player, and even if your Claim didn't work out), as all the rest of the teams get their highest-ranked Claims, in order.
I want to make sure that the following is true. If I put Pedroia as my first waiver claim, and he's already gone, it will move to my second claim and I will get that player if they are still available as my first round waiver move. Is that correct?
