Who gets TSN cards?

I m in a league drafting players early for next year, plus several keeper leagues, and the question of which Strat cards TSN will use of not use is a big one. The sense I get is that players with very good cards and ubder 100 PA have good chance of not being used, I am not sure about pitchers except that pitchers that start 5 or less times, may be listed as pure relief.

Some specific players I am wondering about are Ian Desmond, Reid Brignac, Randy Ruiz, David Ross, Oscar Salazar, Mike Adams, and Neftali Feliz.

Any vets or guys who help Bernie decide these things (or Bernie himself) want to give the general guidelines, and your guesses for these individuals?

Since we only have 12 rounds in the pre-card league we are drafting now, I would be very careful about taking a flier on someone who may not get a card.
