Ballpark HR rating on pitchers card

The "how to read a card" says:
If the number rolled is equal to or higher than the ballpark's rating for a left- or righthanded hitter, it is a home run.
So, if Coors rating for HR is a 17, then a 20 sided dice is rolled and 1-17 is an out, 18-20 is a HR? I thought it was the other way around?
And, if you've got a # next to a roll that says:
#3- HR 1-7
fly(lf)B 8-20
is this at all affected by the ballpark HR rating?
