What does Hal do first: Bunt, Hit & Run or Steal

(I posted this on the 80s board already, so please ignore this help request if you seen it there already)

This question has been going around our league for a few seasons with no sure answer....

With no outs and a runner on first with a good chance to be safe on a steal with the batter up having both a good rating for bunting and hit & running.....

In what order does Hal use to put the next play on, what does he do first:
bunt, hit & run or steal?
