I have a non * pitcher (Josh Outman S6/R3) that I hope to use as a reliever when he's not starting. Has anyone attempted this or is this simply a waste of salary usage?

Waste of salary. All starter/relievers are priced based on their starter value. The amount of money you waste increases exponentially with the price of these pitchers, making Outman just about the biggest waste you can possibly have under your current conditions.
