Would someone breifly explain the "Don't Rel.B4" feature. Don't quite understand the f8-f0.

The way I understand it is if you put a F-4 that pitcher will not come out until they have atleast reached that fatigue factor. You can see the Fatigue rating on the far right of the box score for that game. Example a starting pitchers Don't RB4 at a F-6 and he does not reach that fatigue your closer will not come in until he gets below that rating. That starting pitcher will finish the game unless he falls below that rating

If you are thinking of using that feature you can also look at using the Slow Hook feature. That keeps a SP from being pulled to quickly.

F8 means less tired than say F6. So the higher the (F) number the LESS tired the pitcher is. If this was already known or obvious to people I apologize.
