Relief Pitching Settings

I've been having some trouble finding out how to set things up so that my best relievers pitch more innings. One of the bigger problems for me has been that my cheapie relievers pitch too much. How do you keep cheapie relievers from pitching too much, and is there something I can do that will allow my good relievers to pitch more?
