Jf, the high to low refers to state lotto numbers. Highest number picks first, second highest next, etc......Three of the states your managers chose don't have lotto's. For future reference here is a good site for lotto numbers:

A randomizer is used to randomize the order of signups for the draft. Here is one you can use:

etc.....
