Your link didn't work, but I doubt it. Here's an 86 team team with 551:

Here's another one with 516, which is actually just as impressive since it was a no-DH league:

Both these teams made the playoffs, so if you can get the right guys, having an all speed team can be a winning strategy. It's tough though, because you really have to go "very aggressive" almost all of the time to get close to 500 and it's tough to get a catcher and 1st baseman in most player sets who can keep up. This is more key than you might think because double steals are absolutely key and HAL seems to be rather reluctant to steal if the trailing runner is set to "not steal".
