The rules state that claims can be made as long as position eligability and salary are met.

If my current roster has 10 pitchers and my first claim is for a hitter dropping a pitcher leaving me temporarily with 9 pitchers(My subsequent claims will fix this) will the claim be rejected?

Well not autimatically so. It will attempt to make your claim without dropping a player. If you have enough cash you will get your claim without dropping your pitcher because your roster can never go below minimums.
