Need help understanding play account

In this game Radinsky gives up a walk and then Donn Pall comes in to relieve. Why is Pall's Pitch Count Fatigue level lower than F9? Pall has a closer setting and the last time he pitched before this game (103) was in game 96.

I'm guessing this occurs when a reliever comes in when runners are in scoring position. It's a stressful situation so their endurance takes a small hit. Would this be the reason?

F7 is the fatigue level after that batter. So he came in at F9 and gave up a hit and, I guess, since he is a C0 his fatigue immediately went down.
