Do The Bullpen Settings Work?

Check out the bullpen usage in the 7thinning of the game below. The entire bullpen was rested, as Sabathia pitched a complete game the night before. So why did HAL leave Choate in to face Cabrerra/Tejeda/Zimmerman and Wells?

The cheap lefty/righty killing RPs look to have value if the "Specialist" options work, otherwise they look pretty counter productive?
