Can anyone tell me why this is happening???

I had something like this happen to me on a team that lost the finals. I had a very strong rotation. My bullpen had

Garber 107 innings
Eastwick 10 innings 1.8 ERA
McEnany 47 innings 7.2 ERA
Worrell 6 innings
Watt 5 innings
Rommell 52 innings 5.5 ERA

McEnany, Worrell, Rommell and Watt were all set to mop the locker room floor. For some reason Hal decided to always call on McEnany or Rommell anyway instead of Eastwick. He turned out to be a waste of $1.84 because no matter what I did, he never got into a game.
