The maximum possible salary for a 24-team league is only $177.1 million per team. If you didn't get enough players out of the autodraft and waivers, it would be a l-o-o-o-o-n-g season. I doubt many people would want to sign on.
I am participating in a $200 million league where you are not allowed to have more than 10 hitters with salaries over $3 million or 2 pitchers with salaries over $9 million or one pure reliever with a salary over $4million. There are actually some decent players left over. You might try lowering the hitter limit to $7 million (perhaps with two tiers) and SP limit to $6 million with two tiers and see how that works.
I would recommend something like:
max of 2 hitters over $10 million
max of 3 more hitters over $7.5 million
max of 4 more hitters over $6 million
max of 2 pitchers over $8.5 million
max of 3 more pitchers over $6.5 million
max of 1 pure reliever over $4 million
That will leave your league with enough good players for all to enjoy themselves. It even makes the good but not great starter-relievers valuable guys. And if someone wants to go with the 5-man rotation theory, he can manage it.
