Does the "F" rating override the bullpen Agressive setting?

Say you had 2 stud starters and 2 weak starters... if you set the studs to say "F5" would that keep the bullpen out until later if setting were "Agressive" so they would relieve quicker for the weaker starters?

Your starter will not be relieved unless his fatigue reaches or falls
below the specified fatigue rating.
